Wood Workshop (by Spiral Graphics) is a free seamless texture editor that specializes in the creation of seamless wood textures.

Spiral Graphics used to release packs with 100s of free seamless textures each year. You could sign up for free if you wished to receive them.
Unfortunately, Spiral Graphics is no longer online. You can still use Google though to search for "Wood Workshop by Spiral Graphics". You will find various sites hosting the latest version that was made available (v.1.01).
Notes:
* Works with Windows 10 as well.
** More space will be required if the .NET Framework is not already installed.
