Here are a couple of things regarding fishing skills in Sims 3. The mentioned baits just increase your chances of catching a specific fish. Personally, I haven’t used any vegetables as bait but still caught all kind of fishes, making my Sims happy both by fulfilling their wishes and by increasing their income…
Skill Level 0 
  • Minnow: Lives in fresh water - best bait to use is apple 
  • Anchovy: Lives in salt water - best bait to use is tomato 

Skill Level 1 
  • Goldfish: Lives in fresh water - best bait to use is lettuce 
  • Alley Catfish: Lives both in fresh & salt water - best bait to use is cheese 

Skill Level 2 
  • Rainbow Trout: Lives in fresh water - best bait to use is egg 
  • Jellyfish: Lives in salt water - best bait to use is grapes 

Skill Level 3 
  • Red Herring: Lives both in fresh & salt water - best bait to use is hotdog 
  • Tuna: Lives in salt water - best bait to use is onion 

Skill Level 4 
  • Siamese Catfish: Lives both in fresh & salt water - best bait to use is bell pepper 
  • Tragic Clown: Lives in salt water - best bait to use is watermelon 

Skill Level 5 
  • Blowfish: Lives in salt water - best bait to use is potato 
  • Piranha: Lives in fresh water - best bait to use is minnow 

Skill Level 6 
  • Salmon: Lives both in fresh & salt water - best bait to use is lime 
  • Black Goldfish: Lives in fresh water - best bait to use is goldfish 

Skill Level 7 
  • Swordfish: Lives in salt water - best bait to use is anchovy 
  • Shark: Lives both in fresh & salt water - best bait to use is red herring 

Skill Level 8 
  • Vampirefish: Lives in fresh water - best bait to use is garlic 
  • Angelfish: Lives both in fresh & salt water - best bait to use is alley catfish 

Skill Level 9 
  • Lobster: Lives both in fresh & salt water - best bait to use is tuna 
  • Robot fish: Lives in fresh water - best bait to use is piranha

Tips 
  • As your fishing skill increases make sure you use the “Inspect Water” option to see what’s available for fishing! 
  • You may also use the “Collection Helper” reward to see where the fishes are!

  • Where to find deathfish (Between 12:00 am to 5:00 am you will see the waters becoming a bit muddy/blurred, choose the right bait, and go for it!) 
    • at the Pleasant Rest Graveyard in Sunset Valley neighborhood 
    • at the riverside close to the Old Town Cemetery (at the point where the rivers become one again) in Riverview neighborhood 
  • What else can you catch while fishing? 
    • Just few of the things I have caught up to now: guitar, gnome, laptop, world’s brew bubble bath, ducksworth of bathington, mood-lite candle, death flower seed, flame fruit seed, birthday inferno birthday cake. 
    • Quality and worth increase as your fishing skill increases. 
    • Best bargain is the gnomes, you can sell each one for +/- 1000 simoleons!!! 
  • How to become an expert? 
    • Attend fishing lessons by Taking Classes that are available at the grocery store 
    • Read books about fishing and bait, you can buy them from the bookstore 
    • Practice and more practice!
