There are several places your Sims could visit in the neighborhood either to meet other people, have fun, take classes, find a job, etc.

The Sims 3 Venues

You cannot see or control your Sims when they enter the venues. You can decide though what they do when they visit, like for example buy Groceries or attend a Fishing Class when they enter the Grocery Store or take a Cooking Lesson when they enter the Bistro, etc.
